Dr. Hawkins is proud to serve as Chief Executive Officer of Daystar Kids, leading New York State’s only Pediatric Complex Care Learning Center and advancing a nationally distinctive, integrated model of education, clinical care, and comprehensive family support.
She is focused on what comes next. Expanding access, strengthening outcomes, and positioning Daystar Kids as a leader in shaping how care is delivered across systems for children with medically complex conditions and the families who support them.
Her connection to this work is both professional and deeply rooted in experience. Long before leading at the executive level, Dr. Hawkins was in the classroom. As a trained HighScope educator, she has invested in developing early childhood professionals, supporting educators in earning their Child Development Associate credentials, and strengthening the workforce that surrounds young children. Her work has extended from local communities to Washington, DC, where she has contributed to training, research, and strategy aimed at improving access to high-quality early learning.
Dr. Hawkins brings more than 25 years of executive leadership experience and is known for guiding complex organizations through growth, transition, and transformation. As President and CEO of the Urban League of Rochester, she doubled the operating budget, expanded reach, and elevated influence as a leading voice in economic empowerment and community-based solutions. She is recognized for translating vision into execution and delivering measurable, sustained results.
Her leadership extends into systems and policy. As Chair of the New York State Community Commission on Reparations Remedies, Dr. Hawkins is leading a historic effort to examine systemic inequities and advance recommendations that shape policy, investment, and accountability across New York State.
At Daystar Kids, Dr. Hawkins will do this work alongside the staff and board, building a future where Daystar Kids serves not only as a place of care, but as a learning and knowledge hub that develops professionals, supports families more deeply, and shares innovation with communities across the country. Her leadership is grounded in partnership, driven by results, and centered on impact at scale.

Originally from Brooklyn, New York, she lives in Rochester with her husband and daughter and remains deeply connected to the community she serves.
